On 08/11/15 Ms. McKay called law enforcement after Rashad refused to leave his maternal grandmother’s home after school to come home. The reporter stated when law enforcement and a DHS worker arrived, Rashad disclosed on 08/06/15 he and his mother got into an argument after she told him he could not go to his maternal grandmother’s home. The reporter stated Ms. McKay put her hands around Rashad’s neck; Ms. Stewart did not see any visible marks or bruises. Ms. McKay told the reporter she did put her hands around the child’s neck in order to control him; Ms. McKay told the reporter Rashad “bowed up” at her.
