On October 28, 1987 a federal drug enforcement agent contacted Officer Coleman of Santa Ana, California Police Department. The agent told Coleman that he held a package addressed to Jaime Daza that contained marijuana. It was supposed to be delivered to Santa Ana, California. The agent organized sending the package to Coleman, where he then took it into the Senior Operations Manager at the Federal Express office. The tip allowed the officers to observe who came to pick up the package. A man named Jaime R. Daza came to receive the package that contained the marijuana. Police then followed him to an apartment where he transferred the packages up to the apartment. Agents observed Jaime come out of his apartment with empty boxes, in which they
