DHS has determined that Wesley Antonio Johnson committed an Intentional Program Violation (IPV) when he applied for SNAP benefits on July 8, 2010, and failed to report that he was employed by UNI-HOP Inc. (IHOP) from July 2, 2010 to August 21, 2013, and Davco Restaurants INC. (Wendy’s) from February 8, 2012 to August 21, 2013. Mr. Johnson also received SNAP benefits from the District while he was a resident of the state of Maryland from August 2, 2011 to December 13, 2013.

On April 17, 2012, DHS’ Eligibility Review and Investigations Unit (ERI) conducted an investigation to verify if Mr. Johnson had any undisclosed income. That day, a review of Mr. Johnson’s credit report showed that he had no employment; however his last addresses were

The inquiry revealed that Mr. Johnson had been employed by IHOP during the third and fourth quarter of 2010, and the first and second quarter of 2011. The inquiry also disclosed that Mr. Johnson had been employed by Wendy’s during the 2012 calendar year. In addition to the wage history inquiry, the state of Maryland Claimant Profile Screen also revealed that Mr. Johnson had applied for unemployment benefits in 2011 with address, 5111 Southern Avenue #203, in Capitol Heights, Maryland however no payments for unemployment had been issued to …show more content…
Johnson’s Case Profile, Investigator Knight identified several addresses listed for him to include several in the state of Maryland. He ultimately mailed appointment letters requesting that Mr. Johnson report to the agency office located at 64 New York Avenue in Washington, DC on March 18, 2013. Appointment letters were sent to the following addresses: 4001 South Capitol Street, SW in Washington, DC, 4301 3rd Street SE #302 in Washington, DC, 5111 Southern Avenue #203 in Capitol Heights, Maryland, 4927 Glassmanor Drive #301 in Oxon Hill, Maryland, and 1018 Marcy Avenue #202 in Oxon Hill, Maryland.

On March 12, 2013, Investigator Knight faxed an employment verification form to IHOP, and it was confirmed that Mr. Johnson had been employed by the company from July 2, 2010 to June 8, 2011.

On March 18, 2015, Mr. Johnson was a no-show for the scheduled agency office visit appointment. On March 27, 2013, Investigator Knight attempted collateral visits to 5111 Southern Avenue # 203 in Capitol Heights, Maryland, 4927 Glassmanor Drive #301, in Oxon Hill, Maryland, and 1018 Marcy Avenue #202 in Oxon Hill, Maryland. During the visits, Mr. Leon Wiseman, Operations Manager of Colonial Village Apartments located at 908 Marcy Avenue in Oxon Hill, Maryland, confirmed that Mr. Johnson had been a leaseholder for unit #202 since September 1, 2011. Mr. Wiseman also provided Investigator Knight with a copy of the lease

In regards to qualifying for social welfare, the “Current Population Survey (CPS) derives the official poverty rate by comparing incomes to the absolute poverty that was calculated back in the 1955 consumption patterns” (Cochran).
