The people had an unbalanced schedule because the workers had little time to sleep and do something while they were done with their work. The women also had a difficult time. They had to prepare the food for their husbands or child (if they have any.) So, they have to wake up early.
If you think that the schedule was balancing the people had no time women were suppose to wake up way earlier than men had. And that they do have to work so that adds more time for them to work it makes them more tired after work.

They don’t receive the cruel punishment from the Lunas Jatsu_Dragneel because as they (races that was getting treated badly from the Lunas) endure the pain they are distrusting what the plantation is really like. Which will lead into some type of problems like riots, and more.
