By creating consumption sites and providing harm reduction to be available to inmates it would reduce the spread of disease and infection risk to both staff and inmates, reduce healthcare costs due to decreased spread of diseases and overdose, and counseling to help inmates with their substance abuse problem. By having clean supplies available and ensuring of the proper disposal of the consumption supplies it creates a safer correctional facility for everyone who comes in contact with it.
