On the contrary, states that have not adopted the rigor of the common core standards, have seen a drop in standardized test scores. Pennsylvania has not adopted the common core standards and states that Pennsylvania has seen a decline in standardized test scores since the rigor has increased. “The number of Pennsylvania Students who scored proficient or advanced on state standardized tests in 2014-2015 has fallen precipitously compared with previous years,” (McCory, 2015). Although Pennsylvania has seen a decline in scores, legislatures agree that standardized tests need to follow the Pennsylvania Core Standards, which are similar to the common core standards. When states align curriculum to the common core standards and effectively train teachers on implementation of rigorous instruction, test scores will increase. The students assessed are third grade students who have yet to participate in the Smarter Balance assessment, which is Delaware’s state assessment. Smarter Balanced is taken at the end of third grade, and these students are just beginning third grade. Therefore, the data collected is based off of STAR Reading. This assessment measures student’s abilities to answer a variety of test based questions. In addition to reading comprehension, this assessment is also a predictor of a student’s Lexile and oral reading fluency. The STAR Reading assessment is an exceptional tool when monitoring student growth each school year. Students are assessed in the beginning, middle and end of the school year. Depending on the cut scores, students are then grouped accordingly.
