In 1984, Romell Broom was sentenced to death because of kidnapping, raping, and then murdering a 14 year old girl. He was sentenced to death by lethal injection, and the execution attempt didn't happen until 2009. He was then injected at least 18 times before the execution attempt was stopped by the governor. A policy that could be implemented by the Federal Government is Tonry’s Ten-Step Blueprint for Moving Past Mass Incarceration. There are prisoners who are justly in prison but do not belong there. Just like there is prisoners that are justly in prison and do belong there. Therefore, providing an alternative to prison for those non- violent offenders could diminish the high incarceration rates and help rehabilitate the more serious offenders. An alternation to prison would be placing low level offenders into intensive community supervision where probation officers have less cases and are able to supervise offenders more closely. There should also be a restriction on the freedom of judges to establish sentences should to further reduce discrimination (Zastrow, 201, p. 315). I think that it would certainly reduce our crime rates because there would be less of a chance for discrimination when dealing with sentences. In accordance to the sentencing guidelines established by United States Sentencing Commission (2011), punitive sentences are to incorporate a purpose for the sentence. Criminal sentencing can be categorized into six areas with distinctive goals: general and specific deterrence, incapacitation, retributive, rehabilitative, and equity/restitution. The sentencing goals are not exclusive and at times overlap in achieving its purpose.
