This memo addresses a topic I have been thinking about for a while. I have not previously mentioned this topic because I didn’t think much of it at first and being a fairly new staff member I didn’t want to offend anyone. However, this topic has been stuck in my mind for a while, slowly festering. I now strongly feel I must mention something in order to clear my mind and get this topic off my conscious.

The topic is my last couple days working with Janis Tipton and the circumstances surrounding her abruptly quitting her employment with the City of St. Johns. I’m not sure the best way to phrase this or even if what happened means anything. However, I feel I must at least say something now, so here it goes.

The reason is due to the firewall created by the separation of powers between myself as the Assessor receiving social security numbers for PRE exemptions and the Treasurer receiving bank account information from collecting taxes.

Janis circumvented this firewall by making unauthorized copies of PRE forms containing taxpayer’s social security numbers. This gave Janis both taxpayer bank account and social security numbers. The combination of bank account and social security numbers gives Janis Tipton unlimited and unauthorized access to taxpayers bank accounts:

Then to add even more mystery to the situation, Janis, abruptly quit her position with the City of St. Johns to everyone’s surprise. Now, I don’t have any evidence of any wrong doing on the part of Janis. All I have is an uneasy feeling regarding the entire situation. I don’t know if anything will come of this but I hope to get this off my mind, clear my conscious from not previously saying anything and notify the proper authorities regarding my suspicious experience working with Janis
