You have responded to a rural scene where a human skull was found in the woods by hunters. The skull is intact, missing the mandible. It appears weathered. The hunters bring you to the spot, just off an old tote road, where the found the skull.

Proceeding with this scene I would make sure the area was secured and take photographs before I move anything. I would call for a cadaver dog from either state police or game wardens. When proceeding I would use the grid search to check everything a few times by multiple people. The cadaver dog and grid search of the area should be able to find who the human skull belongs to.
