China 's state-owned welfare agencies began to actively seek diversification of income sources and services, emphasizing the operation of the for-profit industry to generate market revenues through fee-based services, a government department that has been facing increasing funding shortfalls since the 1980s. Another focus of the reform is to mobilize local and community resources to achieve the "decentralization of the supply of services" to build a multi-level, multi-pillar social welfare mechanism.

The reform of state-owned welfare system provides a broad space for the rise of social enterprises. At the same time since the mid-1990s with the gradual deepening of the state-owned economic system reform, tens of millions of state-owned enterprises laid-off workers, living in trouble. "Reemployment project" policy after the introduction of "reemployment service center" throughout the country have established their core functions is to protect the minimum wage of state-owned enterprises laid-off workers and help them achieve re-employment. From 1998 to 2004, 19.4 million laid - off workers of 21.6 million state - owned enterprises were re - employed.
