Downtown Property Owner/Managers:

Recently staff and City Council evaluated the City’s current snow plan, service levels and costs. Evaluation of the plan revealed areas where efficiencies could be attained while improving overall service to the community. As a result the snow plan was restructured, presented to Council and approved.
Some of the changes to be implemented as a result of reprioritization and restructuring will be noticeable in the Downtown community.
• Parking Prohibition will be Enforced. The City will be actively enforcing the parking prohibition on Posted Snow Routes during Snow Emergencies. Enforcement will include ticketing and possibly towing during initial Snow Emergency declarations and any subsequently issued Snow

Snow removed from parking lots, sidewalks, alleys and other areas may not be pushed/thrown into the street. Pushing snow into the street is a violation of city ordinance and can lead to fines.
• Curb Line Clearing/Snow Hauling. The hauling away of snow in the curb line will not take place until after all residential streets have been cleared. We will not be hauling snow away from the curb line for snow events, or multiple back-to-back, snow events with less than 4 inches of accumulated snow. As a result of plowing residents earlier in the process, curb line clearing/snow hauling may not occur until 48 to 72 hours after a snow event.
• Curb Line Clearing/Snow Hauling Area. The Downtown pick-up/hauling area has been narrowed to the area bounded on the west by Gaines St, the east by LeClaire St, the north at 5th St and the south at River Drive.
• Predictable Response. You will notice that with the new plan we will have more predictable response to events. Unless melting is expected to occur following a snow event, or a minimal snow event coupled with high winds will result in little to snow pack, crews will be dispatched for response to all snow events greater than ½

Multiple options for communicating Snow Emergencies to employees, residents and visitors are available. Employees, residents and visitors need only sign-up to receive a text, phone or e-mail notification of declarations at www.cityofdavenportiowa.com/winter. Property owners and managers wishing to have window signage indicating a snow emergency is in effect need make a request by calling 563.326.7923 or by visiting www.cityofdavenportiowa.com/pwrs. The blue Snow Emergency lights will be used again this year. As another measure to inform the community of the parking prohibition, we are also adding another new tool to the mix; mobile signboards will placed in strategic locations/entry points to help aid in communication the parking
