A Security problem that JTVCC is constantly facing is a total inmate tack over. At any moment the inmates could ban together and take over the faculty holding countless guards, nurses, counselors, or even civilians that may be there just visiting. Smyrna Prison is at a higher risk than the other prisons in the State of Delaware for a number of reasons. A major reason is that Smyrna Prison houses the higher risk life offenders. S1- Building is currently housing 87 inmates with a combined prison sentence of over 870 years. That is approximately a 10 year sentence per resident. 7 days a week, 24 hours a day they are able to think about ways to escape or take over their building or the whole compound. The standoff went on for 4 days before the president decided to stop negotiating with the inmates and take the facility back by force. On September 13, 1971 10 hostages and 29 inmates were killed; 89 others were seriously injured (History Staff, 2010). In 2004 JTVCC had its own hostage situation causing the Medium-High Housing Unit (MHU) to be on lock down for several hours. A male inmate decided to take a young female counselor hostage in a room for several hours. He demanded to speak to the warden, however, he was denied. Out of frustration and desperation he then bound and raped the counselor. The standoff came to an end when CERT members dropped from the ceiling and executed the hostage taker (Schwartz & Luther,
