Smith Hill sounds like many small American towns with the population under a few thousand. I grew up in a small town in VA, but I never heard of any issues with the emergency management. One of the biggest threats that we faced was from the flooding of the nearby river. It seems every few years flooding would occur. When I was a teenager there was major flooding from days of heavy rainfall and it just about devastated the town. Some businesses decided that enough was enough and closed up shop. City officials got together and bought engineers in to get an assessment on how to fix the reoccurring problem. In the end contractors came in and completely changed the structure of the rivers by building up the river bank with river rocks
