College students will find a way around the restriction and continue to do whatever they want. The only practical option is to provide the students with information to help them make the best choice. More educated students can lead to smarter choices, and if those choices are to take smart drugs then that should be okay. If college campuses educate students then maybe they won't even feel the need to take those pills because they were told about the benefits and potential risks first.
