Skylar Neese Case Summary

On July 6 2012, Skylar Neese’s work shift was over and she returned to her home in West Virginia for the night. According to her father and the apartments surveillance video showed Skylar sneaking out of her bedroom window around midnight getting into an unknown sedan. In the sedan were her “best friends” who were Sheila Eddy and Rachel Shoaf. The three girls headed north from Star city and traveled along Route 7 and ended up at Wayne Township, Greene County, Pennsylvania. They arrived near the Pennsylvania border, in the woods where the girls would smoke marijuana in the middle of nowhere. Shelia and Rachel conspired a plan that they would stab Skylar to death because they “did not want to be her friend anymore.” They brought with them kitchen knives and a shovel to carry out this mission that they planned months in advanced.

Rachel who is was 17 years old at the time pleaded guilty to second-degree murder in the death of Skylar Neese. Judge Russell Clawges denied Rachel’s attorneys request which was being charged as a Juvenile instead of an adult. When Rachel turned 18 she was transferred to an adult prison called Lakin Correctional Facility in West Columbia in West Virginia. In this case Rachel will be sentenced to 30 years in prison with second-degree murder because she agreed to testify against Shelia in court. Shelia Eddy whom is the other offender in this case pleaded guilty to first degree murder and is serving life in prison with a chance of parole in 15 years. She is in the same adult prison as Rachel. According to IOS offender search, Rachel’s parole hearing is scheduled for May 1st 2023 and her release date is supposed to be for April 30th, 2028. Since Rachel took a plea agreement she now has to “offer truthful and forthright testimony in any subsequent proceeding deemed necessary” according to the documents
