This created a power vacuum and the two factions emerged once again and cause more disruption in the government. The first faction was linked with his paternal side and lead by Raymond III of Tripoli and the other stemmed from his maternal side and was lead by his Mother Agnes of Courtenay. This once again made the government weak. With the two factions constantly competing for a candidate to have power, Jerusalem was neglected and the Nobles free to act in ways that would usually not be allowed. This became a forefront problem when Baldwin was looking for a husband and future ruler of Jerusalem as his nephew who was his heir’s father died. Baldwin knew his sister could not rule alone so he selected a suitable candidate, however Raymond III interjected as he wanted Baldwin’s sister to marry somebody he could easily control in order to maintain power over Jerusalem. Worried by the growth of Saladin’s power he refused to renew the peace that Raymond III had made with him when Regent.
