Young people look up to this professionals as role models. Young people want to be like and look like their role models. Suppose that there were regulated use of steroids, and you could only use so much base on your health and sport. Ideally that fine, but one be naive to believe that a competitor, many of which are obsessed with victory, would stay within those limits. Once there was unfettered access, they could take as much as they wanted to gain what ever short term advantage they would like. They could just get more that what the doctor prescribed. People do that all the time with HGH (human growth hormones); the doctor can prescribe a certain amount plausibly for certain conditions, and people just double or even more.
