No country thinks the same or is the same which results in a complicated world. Everyone has their own beliefs and different views of what is right and wrong. Some countries focus more on idealism than realism and vice versa, but I believe that is where the just war theory can be applied. I like to think of this just war theory as a universal language or code of conduct around the world when dealing with international conflict. Even if every country does apply the theory their are still those different views of moral values and beliefs of what it means to protect your country and its civilians. Furthermore, the extremists and terrorists around the world have much different ideologies than any other country around the world and are much more prone to partake in violent
