Should Minimumity Survice Be Mandatory

Should commumity survice be mandatory or opitional? In my position I think that it should be opitional for someone. Most people have jobs that at last 8 or more hours a day, and are tired, that just want to go home and spend some time with their family. In 2009, over 60 million people volunteered to do community survice if I'm not wrong that's a lot of people. And for some people, they are not capable of doing things. People that have full time jobs do not need communiy survice. They already work hard enough to pay their own bills, keep their jobs, and to support their family. Community survice should only be for the young and the retired. Those two types of people are free and have nothing to do. So why go for the people who getting
