Should A College Education Be Discounted?

Sixty-two percent of Americans say they cannot afford a college education. Paying for a good education is extremely expensive these days and some families cannot afford it. Some people say a college education should be free for people who cannot afford it. Should it be completely free, or should it be discounted?
I think that college should not be completely free, but should be discounted for people who need it most. Tuition free colleges will not have the resources to serve additional students if college is free. Also, upper and middle income students will take all spots because they paid for their education. That will leave no room for intelligent students who cannot afford to pay for their entire college education.
