As a child, she was very curious and interrogated her family regularly. Everyone thought that she would be perfect for her early career aspiration of becoming an attorney. Her parents provided her and her brother with an abundance of love and exposure. She was active as a child and youth in her family church, Davis Chapel Christian Methodist Episcopal Church. As a youth, she expanded her activities into ice skating, playing volleyball, and participating in the NAACP. While in high school, she added involvement in Junior Achievement and Upward Bound, and as well as working part-time at the San Pablo Library.
Herlisa attended all public schools in Richmond, Calif., including Cortez Elementary School, Adams Junior High, and Kennedy High School. After high school, she attended the University of California, Davis where she received a bachelor’s degree in Sociology with an emphasis in Law and Society. She leaves to mourn her father, Herman Hamp, daughter Ava Niecy, and brother and best friend Timothy Hamp, sister in law Sandra Hamp, nephew, Timothy Hamp II, God-given little sister Jamilia Voltaire, God mother, Carolyn Green, Special Aunts, Annie Hamp and Jan Lyle (her mentor and role model), and Godchildren Brian Randle Jr. and Inez Snell.
