Sheriff Rupf Regional Information Systems Case Summary

In 2003, Sheriff Rupf wanted a system that would allow him to share jail data with the other law enforcement agencies within the County. The desire was to create a system whereby agencies could perform searches of who was currently in jail and what their booking numbers were - all items of information that investigators needed for each of their cases. At the same time, Sacramento County was exploring the development of their own regional computer system - allowing all the member agencies to exchange data from their Records Management Systems (RMS). As the idea to develop an exchange for jail data within the County was gaining ground, the SEARCH Organization authored a document that detailed how a regional information exchange had significant benefits to all of its members - allowing members to …show more content…
Using grant dollars, a private contractor was hired to study the feasibility of a County-wide system and to develop the foundations for the implementation of such a system. The private contractor and members of the Sheriff's Technical Services Division created the foundation for the ARIES program and the computer software interface to make this possible.

Once the foundation for the program was developed, the program expanded to perform additional functions beyond those that were originally envisioned. Because of the development of the program, not only does the system allow for the exchange of criminal justice and jail data, but provides services that actually save agencies tens of thousands of dollars each year in employee and overtime costs. This is most evidenced by use of the ARIES Subpoena application.
Throughout the years, the ARIES Program has benefited from the work and guidance of several Sheriff's Office Leaders. The ARIES Operations Committee format has been used since the inception of the ARIES Program within Contra Costa
