Personal knowledge changes, evolves and grows over a period of time. As the time passes, the individual learns more and more from his experience and his knowledge changes over period of time. What an individual know today is quite different than what he knew 10 years back.
Shared Knowledge on the other hand is collective wisdom of group of individuals and hence in many languages the verb “We know“ is attached to it.
