Due to their quantifiable nature, targets 13.1 ,13.2 are effective in dealing with climate change through goal-oriented progress. Since there is a lot of data available on natural disaster mitigation and national policies, it is possible to quantify the SDG 's impact by comparing the measures available now the with measured that will be available in 2030. Including a target on natural disaster mitigation is particularly good, because such events tend to have enormous media coverage which can be leveraged to raise awareness on climate-change [15].
