The bill suggests that victims will have a better chance at justice with a civilian legal system. According to 2015 statistics on civilian rape cases, for 344 reports made to the police, 63 are actually arrested, and only 13 of which get prosecuted. In the end, 6 of the 344 rapists accused will be incarcerated, less than 2%. In stark contrast, over 92% of military sexual assault reports were investigated and punished in some form. How does transferring military rape cases to the civilian police improve the situation? Rape is an ugly reality of society that will continue to plague the country whether civilian police are involved or not.
