The Intelligence Cycle is the process of producing intelligence and commonly consists of six steps (Carafano, 2012). These steps can be performed by an individual, a team, or a single organization. Other nations may be involved in this cycle as a joint intelligence activity. This model is very useful when organizing intelligence type activities.
The first step in establishing requirements by listing priority or critical intelligence requirements – questions that must be answered (Carafano, 2012). There may be very specific requirements so that policymakers can process the information into action, and some requirements may not get any attention.
Planning and tasking is the second step in the cycle. This step is determining the best way to assign responsibility for collecting and evaluating the information, while addressing the allocation of resources, such as budget, time and what personnel will be assigned (Carafano, 2012). This information can be gathered in numerous ways – interviews, satellite, and by computers. This can be handled in a secretive way, such as listening devices, or openly by asking questions. An example of this would be if there was reason to believe someone was involved in criminal activity, their computer use would be monitored to assess the situation and collect data to conduct further investigation.
Processing and preparing data is the fourth step in the intelligence cycle (Carafano, 2012). In this step, all the information obtained to prepare for analysis. Information may be translated into another language, encrypted, or a description of a photograph. The raw data at this point becomes information (Intelligence Cycle, 2016).
