The government is not to be used as something to completely rule the people and tell the people what rights people do and do not have. There are also multiple ways that the branches can check each other to ensure that one branch is not becoming more powerful than the other, This system is called checks and balances and is used by all three branches to check on each other. An example of this could be the president vetoing a legislation passed by congress. By doing this, the president is checking on the legislative branch.
