This sounds very much like any other conservative person, but the core of the “human motivation” for “stable maintenance of a government” is security. The word security, however, can be interpreted differently depending on the perspective. Both progressive and conservatives may use the term security, for different reasons. Progressives can use the term as a security of one’s rights and of overall well-being, such as protections of human rights, right to live, and right to social services including education and medical attention (and as a progressive, I interpret security in this way), whereas conservatives can use the term as a security from invasions of any sort that may result in the loss of personal freedom and private property.
