Second Law Vs. California Highway Patrol (CHP)

There were two new laws passed with specific requirements in California. The first law affected people 18 and older and it says" drivers can hold their phones only if there is medical or traffic emergency. Text messaging is not banned. However, the California Highway Patrol (CHP) warns against it." I think that this is the better law of the two even though it could still prolly be better. The Second law is for people 18 and under it states"These drivers are barred from using any electronic devices while driving. This includes wireless phones, pagers, and laptops. Using hands-free devices is also banned. So is text messaging. California drivers under age 18 can't do anything but drive the car." I don't really like this one just because of the
