Having different states with different laws can create confusion and non-compliancy with the wearing of seat belt. If all the states had the same law, putting on a seat belt will become a habit and is done automatically. Having mixed laws may call some to slip back into old habits, for instant if they are in a state that do not require seat belts they may do as the residents in that state does. People travel constantly and there is no way they are going to be familiar with each state laws. There need to be an agreement made on the amount of the fine that should be charged, keeping in mind that if the fine is high enough it may deter the driver/passenger from breaking the law. Although a person may have been wearing a seat belt and abstain major injuries or even death, think of the many lives that was saved and the decrease in fatal injuries due to wearing seat belts. Since there has been less fatalities and mortality as a result of a motor vehicle accident, maintaining the seat belt laws at optimal level is a must. All state should adopt the primary seat belt law since it is the most effective with maintaining compliancy. All states should settle on a fine that will motivation people to become compliant. More education and redirection is need for people who engage in risky behavior and while driving a motor
