Seargent Craggs was born on September 23, 1953 in Los Angeles, California, as the eldest of four children to Robert and Betty Craggs. The family moved to Northern California when he was six years old because his father got a job at Aerojet in Rancho Cordova. His father Robert was a navy veteran who took part in the World War II and two of his uncles lost their lives while fighting in World War II. Even though he liked to play with toy soldiers as a child, his dream was to become a highway patrol motorcycle officer when he grows up. He did not think about joining the military until he was in college. This is because the United States was fighting a tough war in Vietnam which took the lives of many Americans and this awakened his patriotism to serve the nation which made him enlist in the army.
