A review of the Search handheld footage depicted the same events observed on the Genetec surveillance footage when the Institutional search entered 19A and begins to search the housing area. The search officers are searching one tier at a time. The search commence on the left side of the housing area. Once it was completed Captain Conyers is observed and heard giving orders to the search officers to face the cells and begin to search the right side of the tier, were Smith and Bell are house. Officer Baskerville is observed searching cell#50 assigned to Bell with two unidentified officers. Simultaneously Officer Mcquillar is searching cell# 49 assigned to Smith with two unidentified officers. Bell was strip search by the two unidentified officers as Officer Baskerville is …show more content…
The handheld officer is heard calls for the search probe team to responds and an unidentified voice giving orders to the officers to secure Smith to the ground. The handheld officer moves forward and it’s observed Officer Mcquillar and Ramirez upper control hold Smith taking him to the ground. Probe team search Officer Nieves vest #30, responds and assists the officers to restrained Smith. Officer Mcquillar and Ramirez struggle with Smith on the floor to get control of his arms. One the officer gain control of Smith arms, Officer Ramirez continued to place Smith in hand restrained. It’s observed Officer Mcquillar while holding smith right arm and waiting to be secure, Officer Mcquillar place his left knee in between the back of Smith head and neck. Once Smith was restrained Officer Mcquillar removed his keen. Captain Conyers responded and gives orders to the officer to make sure Smith is properly restrained, and to assist Smith to his feet. The officers followed the Captain orders and escorted Smith out of 15A into the vestibule without further
