When making decisions, Rose is, first and foremost, someone who almost always follows her gut. She's gifted with a good business sense, and as a part of this, she tends to play things by ear and decide as she goes along. Nowhere is this more evident than in the work she does with her assassin's guild; the Scattered Bones have a creed to not kill anyone who doesn't need killing, and so Rose often follows potential targets to decide if they're really dangerous before going through with a job. For example, she is given a contract to kill the Shepherd, but after observing him and noticing his kindness to others, she saves him instead. Ultimately, Rose (and by extension the Scattered Bones), take on the work that nobody wants to do, so that nobody else has to, as is explicitly stated when she's asked to kill the Queen Regent of Rolance. The Scattered Bones only target people who would be extremely harmful to others, and so by her line of thinking, her doing the deed is saving someone else from having to carry that burden. This is shown when she kills Cardinal Forton; when it becomes apparent that there's no way Cardinal Forton can be cleansed of malevolence, she jumps in front of Sorey, delivering the killing blow instead. To her, Sorey is still pure, and such an act would affect him greatly. On the other hand, it's something that she's used to, and so she's willing to carry that burden
