The birth of Hamlet just added more jealousy to the pot. Claudius envied his brother he wanted to take the place of him, so much as to kill his brother. Then as the coward he is he kept the truth from all of Denmark. No one had known he was the one to kill his brother so he pretended to be sad for the look of it. “That we with wisest sorrow think on him / Together with remembrance of ourselves" (Hamlet 1.2.6-7) Claudius had pronounced after the death of his brother.
Scar and Claudius do not let anything get in the way of their power, they will kill to make sure they're at the top.
