Sang-ui-won was a government office where created, stored and managed royal family’s outfits, especially the king’s and as well managed and supplied the treasure and money in the palace in the Joseon dynasty. Other government offices, such as Gyu-jang-gak, Chun-chu-gwan and Sa-go, were included in its range of a museum, including Sang-ui-won. Gyu-jang-gak kept not only the royal family’s assets of Joseon dynasty but the assets of the nation, and moreover, it stored the writings and calligraphy of kings and precious books. Chun-chu-gwan published and kept the Annals of Joseon Dynasty, the History of Goryeo, and history books. Sa-go kept the true record of outside of the palace (Kim Soh-Hyeon, 2007; Kim Gi-Tae, 2002). Ancient Korea installed an educational institute for fine arts to educate professional painters so that systematic art education could be possible. At the beginning when the Joseon dynasty was established, Do-hwa-won which was set by a king’s order took officially full charge of national drawings. Either Jwa-ui-jeong or Woo-ui-jeong was the chief of Do-hwa-won, and Seung-ji who delivered kings’ orders was the deputy chief. It had strongly king-centered characteristic and was under Gong-jo . However, according to the record after the regime of King Tae-jong (Regime: 1400 – 1418) and King Se-jong (Regime: 1418 – 1450), Do-hwa-won had changed its characteristic and was reduced to an office in technical post. Ye-jo took over the duties related to Do-hwa-won from Gong-jo. The name of it also was changed to Do-hwa-seo, which meant to be downgraded from ‘won ’ to ‘seo ’ with lowering its position in 1470, at the first year of King Seong-jong (Regime: 1470 – 1494).
