This letter is in support of my sister of Eve (Eva) Sylvia Ortiz DOC#354516, petition to be granted participation in the FOSA program, so that she may be allowed to be released back into the community so that she may be actively involved in children’s lives once again. I am not only Eva’s sister, but I am also one of the caretakers of her three young daughters, which are ages 7, 11, and 12. I’m going to be honest and tell you that the past couple of years since my sister’s incarceration has been a tremendous struggle for the entire family. Before being incarcerated my sister had physical custody of her daughters and was a very active mother, she was always making crafts with them, teaching them how to cook, and trying to teach them to always try their best.

I have my own family and my own child to care for, it has been really difficult to try and give my niece’s stability while at the same time keep my own family’s life stable. My nieces are all very different and have their own interests. They would all love to participate in different hobbies and activities, but because of our

She has not let her past faults keep her from moving forward and since she’s been incarcerated, she has been working hard trying to make a positive future for herself and the children. She is currently working on completing her second certificate program through Tacoma community college, which she hopes will help her support herself and her children in the years to come.

My entire family and I are ready to provide Eva with every aspect of support, and guidance she needs in order to allow her to get back on her feet so that she may take back custody of her children. I believe beyond a doubt that if given the opportunity to participate in the FOSA program, Eva will come home and be the mother that my nieces need. Thank you for your time and attention in this

Ms. Harrison explained that when questioned, some of her clients provide conflicting stories as to their whereabouts during a particular timeframe. Ms. Harrison reiterated that no information was provided which identifies Ms. Gustard as a culprit with this matter and the foster children want to remain in Ms. Gustard’s care. Ms. Harrison conveyed that based on the children’s age, it is imperative that they remain in a foster home where they feel connected to the adult who is charged with providing them with supervision. Overcrowded homes and understaffed Child Protective Services (CPS) offices has threatened the foster care system in the Dallas-Forth Worth metroplex for many years; recently, however, it has proven to be a problem that we can no longer turn a blind eye to. The Dallas News reports that in Dallas ISD alone, there are approximately 3,600 students without homes. They furthers that many children without homes “simply stop going to school and hide on the streets”. With a high demand and a low supply, foster homes in Dallas are severely overcrowded. This has elicited more and more children sleeping in the Child Protective Services offices.…

Moye and Rinker claim, ‘there is a limited number of publicly funded housing, mental health, utility assistance, and child care programs to address the needs of families’ (2002, p.388). ASFA fails to acknowledge that every family’s situation is different and the programs reflect the assumption that all parents of children who get sent to foster care are dangerous. Barth, Wulczyn, and Crea (2005) include in their study how substance abuse is one of the main reasons a child ends up in foster care. Moye and Rinker add to this statement by claiming recovery time for substance abuse is not a speedy one and that ASFA’s provided timeframe is not enough time (2002, p.388) The set up of the time frames and parental rights of ASFA offered only two outcomes for the child: family reunification or adoption.…
