Thank you for the question. To start I have little experience with Detroit as I have only been there once and was traveling through. So, I will not be able to address your question about cultural change. I do feel that SafeZone could be incorporated into any large city to some degree of success for the following reasons:
• Leveraging the private security in a community will act as a force multiplier increasing the number of trained individuals on the overall law enforcement team
• Joint training will increase professionalism of the guard force and improve the public/private relationship
• Interoperable equipment such as radios will reduce response time through improved communication
• Video monitoring equipment improves situational awareness
