Safety Net Programs Safety Net Programs are used to help protect living standards of families and individuals. These programs help people that need assistance with unemployment, income loss and poverty, physical and mental illness and disability, family disintegration, and old age. There are different types of Safety Net Programs. There is social insurance is a trust fund, where payroll tax on what an individual’s earns and receive benefits are based on what they contributed in their lifetime. The next safety net program is means-tested. This is when someone has to prove that their income is low enough so they qualify to help with basic needs, an example is food stamps. Social Security is another example, but is run through the nation’s capital.

There are also programs with entitlement, in which people who meet certain requirements automatically get payments. Since these payments are automatic they are expenditures are locked into the federal budget and Congress are the only ones that can fix the margin of the budget. There is too much money being spent on these programs and still these programs continue to grow. One reason there has been a good amount of decline over the years is the poverty rate of the elderly and the high poverty among children. In the article, THE SAFETY NET; Living on Nothing but Food Stamps, is about how families struggle even when they receive help from safety net programs. The article tells how,” food stamps use [is] at a record high and surging by the day . . . about six million Americans receiving food stamps report they have no income.” The numbers of people in safety net programs are rising and it is getting difficult for people to contribute to their family financially.
