Medical practitioners serve an important role in safeguarding the health of the public. The health of an individual is paramount because with poor health, people are not able to go about their duties with the expected vigor (Government Accountability Office, 2013). However, there are certain factors that pose some threat to the provision of quality health care. One of these factors is clinical fraud. It occurs that some health employers and employees engage in clinical fraud. For instance, they come up with false and fabricated information to extract money from patients (Harman, 2006). This type of fraud and misconduct in the health sector lowers the quality of service provided.

It affects the services that are delivered to the patients and significant losses in this sensitive industry. In a bid to safeguard the industry against such kind of fraud and misconduct, a series of guidelines have been sought of internationally by the respective authorities to ensure that both the patients and the whole medical industry are guarded from such kind of fraud, misconduct and clinical negligence that may arise from the fraud. However, despite these numerous endeavors to eliminate the fraud in clinical research and practice, the absence if of a properly designed harmonized framework to help in the management of all forms of misconduct and Fraud is a major hindrance in the prevention of such fraud.

They should also inform health workers about the importance of maintaining their integrity and observing the professional code of
