The definition of SME differs in different parts of the world. For Thailand, the definition of a SME is generally based upon either the number of employees or the value of the company’s assets. According to the Institute for Small and Medium Enterprise Development, enterprises in Thailand have been defined according to 3 broad categories: Production, Trading and Service Sector.
Types of SMEs in Thailand defined according to OSMEP (2013):
1. Value of assets of each type of enterprise
1.1 Production Sector: medium size < 200 million baht, small size < 50 million baht.
1.2 Service Sector: medium size < 200 million baht, small size < 50 million baht.
1.3 Trading Sector: wholesale – medium size < 100 million baht, small size < 50 million baht. Retail – medium size < 60 million baht, small size < 30 million.
2. Number of full-time employees of each type of enterprise
2.1 Production Sector: medium size < 200 employees, small size < 50 employees.
2.2 Service Sector: medium size < 200 employees, small size < 50 employees.

It aims to assist, promote, develop and support SMEs and it has undertaken many projects and activities to promote SMEs’ capability in many aspects. This includes holding the SMEs National Awards Competition to select the best SMEs (OSMEP, 2014) in accordance with a set of criteria from the Thailand Quality Award (TQA) which is considered a world-class award. The fundamentals of the technical and decision-making processes are identical to the Malcolm Baldrige National Quality Award (MBNQA) of the United States of America, as the MBNQA is being adopted by many countries around the world (TQA, 2014). The SMES National Award sets criteria from the TQA Framework consisting of seven categories, which are as
