SAFE Center Executive Summary

A group of masters candidates from the University of Maryland School of Public Policy compiled this report for their client, the SAFE Center, an anti-trafficking organization located in College Park, Maryland. The SAFE Center provides direct services to trafficking survivors (regarding legal, medical, mental health, and economic empowerment), engages in research to improve those services, and advocates justice for survivors.
This report contains an in-depth explanation of trauma, trauma-informed training, and treatment methods, while considering the literature on crisis intervention models used within various trauma models including sexual assault, post-traumatic stress disorder, domestic violence, and human trafficking. While examining human trafficking as a trauma model, we (the authors) researched various survivor service models, and provided information about the notable differences in services provided between the SAFE Center and these other organizations. These recommendations are based on the current capacity of the SAFE Center, their mission, and their goals. The two short-term goals that we recommend the SAFE Center invest in include: (1) creating collaborative partnerships with students and colleges at the University of Maryland as well as with local Prince George’s community organizations, and (2) creating brochures to be passed out to local police departments, and making a public position statement or memo. By investing in these short-term goals, the SAFE Center can build a strong reputation and establish a foundation upon which to develop their longer-term aspirations. Our long-term recommendations include: (1) creating a mentorship program, (2) implementing education and awareness campaigns, and (3) creating a “one-stop shop” organizational

    These stories motivated me to join the Northeast Florida Human Trafficking Coalition, in which I was exposed to more information regarding the prevalence of human trafficking locally. I attended these meetings for years and much of what they advocated for was the increased need of services provided to victims of human trafficking, the decriminalization of human trafficking victims, an increased public awareness, and effective public policy change. Throughout this time, I witnessed he Northeast Human Trafficking Coalition hosting public movies and events, where individuals in attendance left both surprised and with an increased education of the local issues of human trafficking. I also saw policy change on a local level with the inclusion of a human trafficking report line through DCF, and the implementation of the Safe Harbor Act in Florida. Efforts have evolved in recent years due to the United State’s increasing emphasis on combating the practice of trafficking.     In my local area I was able to contact resources for human trafficking services. There is an agency called CAST (coalition to abolish slavery & trafficking) that works with victims of human trafficking, this service offers case management, housing services, legal services, local police services and any other services that help with the victim's immediate need. CAST also has a 24/7 hotline that is available for victims. Another local resource is called Saving Innocence, this resource provides training and education on human sex trafficking as well as crisis recovery and empowerment services.
