Tsar Alexander II began making reforms that were later abandoned in fear of loss of power, giving the people a taste of more freedom and then quickly taking it away. Tsar Alexander III in the same fear became even more oppressive and pretty much removing the freedom of speech for the people of Russia. In order to feel as if he is preserving his power, Tsar Alexander III created what was called ‘The Statute of State Security’ in 1881, which almost completely removed freedom of speech in Russia.
