The Rules of Engagement are set not only to protect civilians but also to protect soldiers. Killing or even injuring civilians can cause hatred and distrust towards soldiers and puts them in danger being near civilians. The rules of engagement (R.O.E) are beneficial to US soldiers. The R.O.E states that armed civilians will be engaged only in self defense.
Many people believe the R.O.E is detrimental for U.S soldiers and do not think about the relationship it builds between the soldiers and the civilians. Most people do not think about what the outcome of killing and injuring civilians would be. In Lone Survivor there were already places that had black flags hanging indicating where U.S soldiers were not welcome. It would affect the U.S army
