Along with the buses all being divided, bus drivers had "the powers of a police officer of the city while in actual charge of any bus for the purposes of carry out the provisions" when it came to the city code. While bus drivers remained operating a bus, they were required to provide separate but equal accommodations for caucasian and African American passengers by assigning seats. This was accomplished mostly by drawing a line in the middle of the bus to separate caucasian passengers and African American passengers.
