This suggests that, as Verona is an area of such conflict (due to the tension between the Montagues and the Capulets), and that violence has been known to break out in public, the residents feel the need to carry weapons on their person for defensive reasons. The fact that the citizens feel the need to carry these weapons further supports the fact that the violence can happen to any member of public at anytime, showing that it really does impact on everyone.
