The Roman Roads were built by the military, also surveyors and engineers. The rule fell under the consul rule though. They were built with big stones and sand on the bottom. Then in the middle there were rocks and gravel and on the top there was concrete paving stone. Also on the sides of the roads there was a huge drainage system for all the water when it rains.
