Rolling Wave Analysis

The project has a rolling wave planning with its schedules being dominated more on resources rather than its activity. Even though the firmness of activity predecessors is absolute and the scope has been determined in the early stage of the project, most of the activities are on the critical path, which depend on the resources in each phase. Given the nature of the project, unique specialisations of resources are needed and the availabilities of those resources are yet to be known. This defines the rolling wave planning that the information in the earlier stages is more detailed than the later stages. Resources in the Project Charter, Permission to Build on Council Land and Project Management Planning phases can be estimated in detail, however, the later phases can only be estimated at a high level.

Due to the requirement in unique specialisations of resources in the project along with the project core team being a consulting company, the project team will consist with both internal and external workers. For each phase, there is at least one human resource primarily responsible for completing the activities within the phase others may be involved in the other capacities such as accountable, consult and informed. However, only one person has primate accountability, as it would eliminate the risk of blaming each other if something goes wrong. The responsibilities are shown in the RACI table, a common type of responsibility assignment matrix that is a grid that shows the project resources assigned to each work package.
