The increase is vaguely from one year to the next, however one may consider this a yo yo effect as CVS proceeds to elevate from 2012 to 2013 then regress once again in 2014. I would like to point out though, during 2011 the ROA was at the lowest point during 2010-2014. The net income did in fact increase from 2010-2011, however, there sales significantly increase during this time period. One would conclude that this reason would indicate why their margins are at a lower point, which is indicative that the costs of products may rise due to CVS’s expansions in the market. On December 1st, 2016 at approximately hours, I (Ofc. Wilson #9346) responded to a call of theft at the Costco Warehouse located at 2400 Five Lees Lane Glenarden, Maryland 20706. Upon my arrival I met with V-1 ( John Nguyen), a loss prevention associate, who advised me that while watching CCTV he observed A-1, who was later identified by a Maryland Drivers License as Dellarmon Moore switching higher priced tags on salmon with lower priced tags. I asked V-1 was the items able to be resold and he advised me that the packages was damaged when A-1 switched the tags and not able to be resold. The fraud perpetrated at Rite Aid could have been detected through the reconciliation of liabilities with monthly statements from the creditors. By reconciling the liabilities with the vendors’ statements, the auditors would have been able to detect any omission of liabilities or the reversal of expenses as was the case at Rite Aid. Also, the auditors could have used analytical procedures such as ratios for the year of audit and compared it to prior periods to detect unusual patterns or trends. One primary factor that supports the government's position that the First Amendment should not be implicated to contest an action under the False Claims Act (FCA) is “truthful off-label promotional speech.” The FDA may not bring an enforcement action against the manufacturer based on truthful promotional speech alone. The FCA does not prohibit off-label promotion of prescription drugs; rather, it is a remedy for actions that cause the submission of a false claim for payment to the Government.
