On the above date and time I was conducting traffic enforcement in the area of Ridge Road and Formel Avenue.

While traveling West on Ridge Road, I observed a teal colored, 4 door Saturn traveling directly in front of my patrol vehicle. I could observe the male driver's seat belt buckle dangling over his left shoulder. I had a clear, unobstructed view directly through the untinted back window of the vehicle.

I provided dispatch with the vehicle's FL tag (238TAW), and advised that I would be conducting a traffic stop before activating my emergency lights and sirens. I then provided dispatch with the final rest of the Auto Zone parking lot. Dispatch advised me that the Black male registered owner, Ricardo Saturne, had a suspended FL DL. Furthermore,
