Chapter 14: The Civil War, 1861-1865 The Civil War was only four years but was the most destructive and cost the most human lives. When Lincoln was inaugurated, he told the South he would not interfere with slavery and they had no right to succeed but 11 states seceded and joined the Confederacy. Lincoln knew that he had to keep the border states in the Union and he worked hard to do this; later this helped the Union win the war. The Union had a larger population and therefore a larger military and they controlled much of the banking and capital.
